    Este estudo prop{\~o}e identificar o papel desempenhado pelo Plano-Diretor de Desenvolvimento Integrado (PDDI) da cidade brasileira do Gramado (Rio Grande Sul), na constru{\c c}{\~a}o das pol{\'\i}ticas p{\'u}blicas para o turismo deste destino. Para an{\'a}lise, utiliza-se o modelo conceitual proposto por Goeldner e Ritchie (2009) e o de Elliot (1997), que possibilita identificar a filosofia e o modelo de gest{\~a}o tur{\'\i}stica adotada pelo mun{\'\i}cipio. O artigo faz, ainda, uma discuss{\~a}o te{\'o}rica-conceitual referente {\`a}s pol{\'\i}ticas p{\'u}blicas, gest{\~a}o e planejamento tur{\'\i}stico, bem como uma apresenta{\c c}{\~a}o dos principais aspetos da organiza{\c c}{\~a}o do turismo de Gramado e seu Plano-Diretor. Como resultado, observa-se que o modelo proposto por Goeldner e Ritchie (2009) possibilita a identifica{\c c}{\~a}o, no Plano Diretor da cidade, da macropol{\'\i}tica tur{\'\i}stica adotada pelo destino. No entanto, a singularidade do estudo de caso (ou do destino tur{\'\i}stico analisado) pode restringir a sua transferabilidade {\`a} maioria dos destinos brasileiros selecionados como polos Indutores do desenvolvimento tur{\'\i}stico regional.

    About CTAC

    The Centre for Territory, Environment and Construction (CTAC) is a research unit of the School of Engineering of University of Minho (UMinho), recognised by the “FCT – Fundação para a Ciência e Tecnologia” (Foundation for Science and Technology), associated to the Department of Civil Engineering (DEC), with whom it shares resources and namely human resources.

    Currently CTAC aggregates 25 researchers holding a PhD of which 20 are faculty professors of the Civil Engineering Department. Read more
